When newspaper boss Randolph Meredith (Jay Kirby) is assassinated by those who want to maintain control of Idaho’s Crescent City, Randolph’s sister Barbara (Linda Stirling) dons a costume to become the crime-fighting ‘Black Whip’ and bring them to justice. Assisted by federal agent Vic Gordon (George Lewis), the Black whip foils every attempt to subvert the vote on Idaho’s statehood.
